He has written legal chapters for The Psilocybin Producer's Guide, Peyote and Other Psychoactive Cacti, the Disinformation Guide to Drugs, and Timothy Leary's book The Politics of Psychopharmacology. He has also authored legal articles in several textbooks, and has published many articles on drug law and policy.

He has testified about Ecstasy before the United States Sentencing Commission in Washington, DC, and before the California Public Safety Committee. In each case, his testimony helped produce lower penalties for ecstasy than those under consideration.

Since January 2000, in addition to his private law practice, he has served as legal counsel for the Center for Cognitive Liberty & Ethics, a law and policy center devoted to protecting freedom of thought and the unlimited potential of the human mind.

Mr. Boire is a member of the California Bar and has been admitted to practice before the Ninth Circuit Court of Appeals, as well as the United States Supreme Court.
